Our client is almost entirely funded by a levy on contracts of insurance where property is insured against the risk of fire. The technology solution managing levy was a highly customised end of life application and required replacing.

The engagement

Discovery work in 2022, led by Rawson Consulting, established that Pega, the emergency services organisation’s preferred Digital Workflow solution, was a strong match for a levy management replacement solution. Areteans, one of the client's Pega implementation partners, conducted a successful proof of concept and a Prepare Phase with the Levy team to develop a thorough understanding of the business and technical aspects of the Levy System. This resulted in a business case being developed by Rawson Consulting which confirmed that Pega was a match for the Levy Team’s requirements, that Areteans were a very capable partner, and that the implementation project could begin.  

 

The implementation project required leading a multi-disciplinary team including technical resources on both the vendor (Areteans) and the client's internal IT team, project delivery resources, business analysts and engaging with the Levy Team. Work began in April 2023 and the solution was successfully delivered in November 2023.

What we delivered

Rawson Consulting were engaged early in the process to assess the risk of the current state application, undertake discovery to assess replacement options, develop an internal funding request and oversee the implementation of the replacement solution. This utilised our experienced technology consultancy, business analysis, investment case and programme management capability.

 

We led all aspects of the work to deliver a robust, supportable technology solution to ensure that the collection, analysis, and assessment of levy revenue would be accurate, timely and future proofed for the organisation.

Benefits delivered

The benefits to the emergency services organisation of delivering an enhanced, robust, and future proofed Levy solution have been:

  1. Maintained the organisation’s ability to deliver its financial processes and meet its statutory financial obligations by mitigation of the current risk of the legacy application.
     

  2. Delivered improvement of business process in delivery of future proofed supportable solution. This has meant that new members of the Levy team can be brought up to a competent and efficient level quickly.
     

  3. Ensured alignment with impending changes to legislation. The new Levy system can be adapted to support changes to the client's funding model without having to be replaced.
     

  4. Ensured that the successfully implemented solution had a pool of affordable resource available to the client to support and maintain the system and that access to the future solution and data is secure.
     

  5. The Pega platform (known internal as Āwhina) provides a common automated workflow layer that has leveraged the capability built through other parallel products including the base platform and the integrations to Active Directory, Email Server, GIS Geospatial Solution, Customer Identity, Customer Engagement Portal, Cloud data migration tools and Azure Repository.
